Complete Guide to NADRA B-Form & Child Registration in Pakistan

Everything parents need to know about registering their child's birth with NADRA

In Pakistan, every child's birth must be officially registered — first with the local Union Council or Neighbourhood Council, and then with NADRA (National Database and Registration Authority) for the Child Registration Certificate, commonly known as the B-Form. This document becomes the child's primary identity document until they are eligible to receive a CNIC at age 18.

Despite its critical importance, many parents delay or make mistakes in this process. This comprehensive guide will walk you through everything you need to know — from timelines to documents, fees, and common errors to avoid.

What Is a NADRA B-Form?

A NADRA B-Form is the official Child Registration Certificate (CRC) issued by NADRA for children below the age of 18. It contains the child's personal information, photograph, and a unique 13-digit computerized ID number that links the child to their parents' CNIC records. The B-Form is different from a birth certificate — the birth certificate is issued by the Union Council, while the B-Form is issued by NADRA.

Why Is the B-Form Important?

  • Required for school and college admissions
  • Needed for obtaining a passport for travel abroad
  • Required for scholarship applications
  • Needed for medical insurance for children
  • Used for verifying identity in official matters
  • Required to apply for a CNIC when the child turns 18
  • Proof of nationality and family lineage
Key Difference: The birth certificate (from Union Council) proves when and where a child was born. The B-Form (from NADRA) is the national identity document that enters the child into Pakistan's central database.

When Should You Apply?

NADRA recommends applying for the B-Form within 60 days of birth. Applications within this period are processed on normal timelines and at standard rates. However, late applications are also accepted — the process simply involves additional steps.

Important: You must first obtain a birth certificate from your local Union Council before applying for a NADRA B-Form. Without it, NADRA will typically not process the application.

Step-by-Step Application Process

  1. Register birth with Union Council: Visit your local Union Council within 60 days of birth and obtain an official birth certificate. This is a prerequisite for the NADRA B-Form.
  2. Gather all documents: Collect original CNICs of both parents, birth certificate, child's photograph, and any other required documents (see table above).
  3. Visit NADRA office: Go to the nearest NADRA Registration Centre (NRC). You can find your nearest NRC at the official NADRA website or call 1787.
  4. Fill NADRA Form A: Request and fill out the NADRA registration form for minors (Form A). This form captures the child's personal details.
  5. Submit application and documents: Submit the completed form along with all original and photocopied documents to the NADRA officer.
  6. Biometric verification: Parents will need to provide fingerprints for biometric verification at the NADRA centre.
  7. Pay the fee: Pay the applicable registration fee (see fee section below).
  8. Collect token/receipt: You will receive a tracking token or receipt with a reference number.
  9. Collect B-Form: Return to collect the B-Form after the processing period (3–15 working days depending on fee category).

NADRA B-Form Fees (2025–2026)

Normal (15 working days)Rs. 150
Urgent (5 working days)Rs. 300
Executive (3 working days)Rs. 500
Overseas Pakistani (abroad)USD $10–20

Note: NADRA fees are subject to change. Always verify current fees at the NADRA office or on the official NADRA website before visiting.

Common Mistakes to Avoid

  • Incorrect spelling of name: Always double-check the spelling of the child's name against what you want on official records. Changes later require a modification application and additional fees.
  • Wrong date of birth: Ensure the date of birth on the application matches the birth certificate exactly.
  • Missing documents: Going to NADRA without all required documents will result in your application being turned away. Prepare everything in advance.
  • Expired parent CNIC: If either parent's CNIC is expired, NADRA will not process the application. Renew your CNIC first.
  • Not registering birth certificate first: Trying to get a B-Form without a Union Council birth certificate is the most common mistake.
  • Delaying beyond 1 year: After 1 year, the process becomes significantly more complicated and may require affidavits and additional evidence.
Do Not Fall for Agents: Be wary of unofficial agents who claim to process B-Forms for large fees. Always apply directly at an official NADRA office. The only legitimate fees are the official NADRA fees listed above.

B-Form Renewal & Updating Information

A B-Form can be renewed or updated in the following situations:

  • The existing B-Form is lost or damaged
  • The child's name needs correction
  • Parent's information needs updating
  • Photograph update (optional, recommended as the child grows)

Renewal fees are similar to the original issuance fees. You must bring the original B-Form (if available), parents' CNICs, and a recent photograph.

What Happens When the Child Turns 18?

When the child reaches 18 years of age, they become eligible to apply for a CNIC (Computerized National Identity Card). The B-Form serves as the primary document for CNIC application. The child's B-Form number becomes the basis for their CNIC number, maintaining continuity in NADRA's database.
